Улаанбаатар хотын түгжрэлийг бууруулах зорилгоор НИТХ-аас энэ оны хоёрдугаар сарын 8-нд нийслэл хотод олгох тээврийн хэрэгслийн улсын бүртгэлийн дугаарын дээд хязгаарыг 730 мянга байх тогтоолыг баталсан. Үүнтэй холбоотойгоор нийслэлийн Засаг дарга бөгөөд Улаанбаатар хотын Захирагч арваннэгдүгээр сарын 8-наас импортоор орж ирэх автомашинд хотын дугаар шинээр олгохгүй байх захирамжийг гаргасан. Гэсэн хэдий ч уг баталсан дээд хязгаарт багтаан таван шалгуур үзүүлэлтээр нийслэл хотод тээврийн хэрэгслийн улсын бүртгэлийн дугаарыг олгохоор болсон юм. Энэ талаар "Замын хөдөлгөөний удирдлагын төв" ОНӨТҮГ-ын Хөдөлгөөн зохицуулалт, хяналтын хэлтсийн дарга Н.Намуугаас тодрууллаа.

Тэрбээр “Улаанбаатар хотод 785 мянган тээврийн хэрэгсэл бүртгэлтэй байдаг бөгөөд өнөөдрийн байдлаар 400-450 мянган автомашин замын хөдөлгөөнд идэвхтэй оролцож байна. Өөрөөр хэлбэл, оргил цагийн үед Улаанбаатар хотын тээврийн хэрэгслийн дундаж хурд 7-13 км/цаг байгаа юм. Харин нийслэл 250 мянгаас доош тооны тээврийн хэрэгсэлтэй байж 25 км/цагаас дээш хурдтай явах боломжтой болж буй. Энэ хүрээнд Улаанбаатар хотод бүртгэлтэй 785 мянган тээврийн хэрэгслээс хасалт хийн 730 мянга болсон тохиолдолд таван шалгуур үзүүлэлтийг баримтлан улсын бүртгэлийн дугаарыг олгоно” гэв.

Тодруулбал, нийслэл хотод тээврийн хэрэгслийн улсын бүртгэлийн дугаар олгоход дараах таван шалгуур үзүүлэлтийг баримтлан, бүртгэнэ.

Тээврийн хэрэгслийн өмчлөгч, эзэмшигч нь нийслэлийн оршин суугч иргэн, нийслэлд бүртгэлтэй хуулийн этгээд байх;
Өмчлөгч, эзэмшигч нь Авто замын тухай хуульд заасан төлбөр, Зөрчлийн тухай хуулийн 14 дүгээр бүлгийн 14.7 дугаар зүйл дэх зөрчил болон төлбөрөө барагдуулсан байх. Жолоочийн даатгалын тухай хуульд заасны дагуу даатгуулсан байх;
Тээврийн хэрэгслийн хөдөлгүүрийн экологийн ангилал нь “евро-4” эсвэл түүнтэй дүйцэхүйц буюу түүнээс дээш байх;
Сүүлийн 10 жилийн дотор үйлдвэрлэгдсэн тээврийн хэрэгсэл байх;
Экспортын өмнөх техникийн хяналтын үзлэгт орсон байх зэрэг шалгуурыг тавьж буй.

Тээврийн хэрэгслийн улсын бүртгэлийн дугаар олгох дэс дарааллыг дараах шалгуур үзүүлэлтээр цахимаар тогтооно. Тодруулбал,

Дээрх шалгуур үзүүлэлтийг хангасан тохиолдолд дэс дарааллын эхэнд байх;
Хүсэлт гаргасан цаг хугацааны дарааллаар;
Цахилгаан, устөрөгчийн болон эдгээрийн хосолсон тээврийн хэрэгслийг бензин болон дизель хөдөлгүүртэй тээврийн хэрэгслийн өмнө нь байх;
Тээврийн хэрэгслийн үйлдвэрлэгдсэн огноогоор нь буюу үйлдвэрлэгдээд удаагүй тээврийн хэрэгсэл өмнө нь байх;
Монгол Улсын Замын хөдөлгөөний аюулгүй байдлын тухай хуульд нийцээгүй буюу баруун гар талдаа жолооны хүрдтэй тээврийн хэрэгслийн өмнө зүүн гар талдаа жолооны хүрдтэй байх зэрэг шалгуур үзүүлэлтийг харгалзан үзнэ.

Мөн Автотээврийн үндэсний төвөөс ирүүлсэн мэдээгээр нийслэл хотод техникийн хяналтын үзлэг, оношилгоонд орох хугацаа хэтэрсэн Улаанбаатар хотын бүртгэлийн дугаартай 81,961 тээврийн хэрэгсэл байгаа аж.
