Ахлах албан тушаалтны уулзалт (SOM) нь NEASPEC-ийн үндсэн шийдвэр гаргах механизм бөгөөд гишүүн орнуудын хамтын оролцоотойгоор бодлогын чиглэл, хөтөлбөрийн хэрэгжилт, санхүүгийн төлөвлөлтийг хэлэлцэн баталдаг.
